Discussions on the revision of the EU Energy Labelling framework for space and water heaters continue to advance, with solar thermal remaining an important topic in the negotiations. Following sustained engagement with Member States and the European Commission, Solar Heat Europe has been actively contributing to proposals aimed at ensuring that the benefits of solar thermal technologies are properly reflected in the future labelling framework.
Over the past months, Solar Heat Europe has worked closely with Germany and other supportive Member States to develop a common approach for the treatment of solar thermal technologies under the revised Energy Labelling Regulation. These discussions have focused on ensuring that consumers can clearly identify the contribution of solar thermal systems and that the framework appropriately reflects their performance and renewable energy benefits.
The latest proposal tabled by Germany regarding a Solar Device Label incorporates several elements advocated by Solar Heat Europe and represents a positive step forward compared to earlier drafts. While discussions among Member States and the Commission are still ongoing, the proposal improves the visibility of solar thermal technology within the future labelling framework and helps better recognise its role in delivering renewable heating.
At the same time, a significant concern remains the approach to Solar Water Heaters. The latest Commission proposals do not include a dedicated label for these systems, instead foreseeing their assessment under the generic water heater label. Solar Heat Europe stressed that this approach risks overlooking the specific characteristics and renewable contribution of Solar Water Heaters, particularly in markets where these technologies are already widely deployed and play an important role in decarbonising heat supply. The latest information received indicates that a label for Solar Water Heaters is being developed. We are still awaiting to see the proposal in order to determine if it is fit-for-purpose.
Solar Heat Europe will therefore continue its engagement with supportive Member States and EU institutions to advocate for adequate recognition of both solar thermal space heating solutions and Solar Water Heaters in the final regulatory framework.
