The Plan4Cold supports Southern European cities to define, implement and monitor Sustainable Local Heating and Cooling Plans (SLHCP).

Article 25 of the Energy Efficiency Directive (EED) requires cities with over 45,000 inhabitants to develop local heating and cooling plans. Heating and cooling account for about half of the EU’s final energy consumption, with cooling demand rapidly increasing, particularly in Southern Europe. While cooling remains a minor issue in Northern and Central Europe, it is already a significant and growing challenge in Southern municipalities, where tailored resources are lacking. The project develops customized tools, materials, and capacity-building activities, and directly supports the creation of 10 Sustainable Heating and Cooling Plans in selected cities in Italy, Greece, and Portugal. These lead cities act as case studies to inspire and guide other municipalities in similar contexts. Plan4COLD also generates policy recommendations and long-term resources to facilitate effective local implementation of the EED beyond the project’s duration.

The focus will be on municipalities from Italy, Greece and Portugal whom Plan4Cold will directly work with to develop their SLHCPs. These cities include: Udine (IT), Pordenone (IT), Ragusa (IT), Modica (IT), Vittoria (IT), Guimarães (PT), Funchal (PT), Évora (PT), Palmela (PT), Sétubal (PT), Sesimbra (PT), Loulé (PT), Vila Real (PT), Ampelokipi-Menemeni (GR), Thermi (GR), Chania (GR), Heraklion (GR). Furthermore, the cities of Matulji (HR) and Siero (ES) are associated municipalities in the project and will directly benefit from the lessons learnt by the project’s pilot municipalities and their sustainable heating and cooling plans.
