We would like to provide you with an update on the expected timelines for the new energy labelling regulations for Lot 1 and Lot 2 products (Space and Water Heaters). The Inter Service Consultation and Open Public Consultation, where the new draft regulation will be available, is foreseen for the first quarter of 2025. This should be followed by the Regulatory Vote and Expert Group Meeting in the second quarter of 2025. The adoption and publication of the new regulations are expected in the first quarter of 2026. The transition period is yet to be confirmed but is likely to be at least one year, meaning that the full implementation is expected for early 2027.
It is important to note that significant changes are expected in the new draft regulations. The European Commission (EC) is no longer proposing a phase-out date for gas boilers, meaning individual gas boilers will remain on the market. Consequently, packages with solar components will continue as previously defined, with updates on the labels and some definitions, which are regarded as positive changes. However, this raises questions about the continuation of “Solar Hybrids” (solar thermal + gas boiler) as a product (hence included also on ecodesign), as this could lead to similar solutions with different requirements. These solutions shall be set aside in the new draft.
Currently, we are discussing several topics with the EC, including the look-up tables for solar device efficiency, the status of thermosiphons (as a product, under ecodesign and with the possibility of including the warmer climate zone on the label), and the inclusion of references to hybrids in relation to packages.
